LT overhead is the last stretch: transformer LT side to the distribution box, the shed, the pump or the pole light. It is the part of the network people actually touch, which is why insulation, clearance over roads and yards, and proper neutral earthing matter more here than anywhere else on the system.
Bare LT on cross-arms is cheaper to build; aerial bunched (AB) cable costs more and pays it back in fault rate, theft resistance and safety where the run passes close to buildings, trees or a public road. LT loads get added over years and rarely get re-balanced. The result is neutral current, overheating and voltage complaints at the far end. Balancing at the time of work costs nothing and prevents all three.
