Electrical Installation Approvals

Statutory clearance from the Electrical Inspector — drawings, test reports and site inspection for HT installations that cannot legally be energised without it.

This is the safety gate. Under the Central Electricity Authority safety regulations, an installation operating above the voltage notified by the State Government has to be approved by the Electrical Inspector before supply is commenced — and again after a long shutdown or a material extension. It is not a formality the DISCOM can waive, and no amount of finished site work substitutes for it.

What the Inspector is checking is whether the installation as built matches the drawings, and whether it is safe to energise: clearances, earthing resistance actually measured, protection sized and set, interlocks, danger boards, rubber mats, and the test results to back all of it. The approval is granted against evidence, not against assurance.

The economics of this stage are simple. Every lap of the observation loop is weeks. Designing to what the Inspector will look for, and having the test reports ready before the visit rather than after, is the difference between one inspection and three.

The loop that decides your energising date. Observations do not fail an installation — they send it back round, and each lap is measured in weeks, which is why the work is aimed at going round once.

    Application filed with the drawings, contractor licence details and the supporting papers, and the file registered with the Inspector’s office.

    Drawing scrutiny

    The drawings are checked against the regulations before anyone visits. Queries at this stage are cheap; the same queries after erection are not.

    Testing & records

    Earth resistance, insulation resistance, transformer tests and protection settings measured and recorded, and the completion report prepared under the licensed contractor.

  5. Inspector

    Site inspection

    The installation is walked against the approved drawings. Clearances, earthing, protection, interlocks and safety equipment are all checked physically.

  6. Us

    Observations closed

    Anything raised is rectified and evidenced. This is the loop worth avoiding, and the reason the earlier stages are done properly.

  7. Inspector

    Approval issued

    Approval granted for the installation to be energised. It goes to the DISCOM with the rest of the file, and the supply can be charged.

Why Files Come Back

Built first, submitted second

If the drawings only reach the Inspector after erection, every scrutiny query becomes rework on finished equipment. Submitting drawings while the site is still open is what keeps observations on paper instead of on the wall.

Earth resistance quoted rather than measured

The Inspector wants readings taken at the pits, with the instrument, recorded. A drawing showing the right number of pits proves nothing about the resistance of the ground they are in.

The installation does not match the approved drawing

Site changes are normal; unrecorded site changes are not. A panel moved, a cable rerouted or a pit relocated has to be reflected in a revised drawing before the visit.

Safety equipment missing on the day

Rubber mats, danger boards, a shock treatment chart, first aid, fire extinguisher and the operating instructions are all looked for. A whole visit can be lost to items that cost very little.

Protection fitted but not set

Relays at default settings, or settings with no calculation behind them, are an observation. The settings have to relate to the transformer rating and the fault level, and the calculation has to be in the file.
